请教个waf编译的问题

毕业设计要用ns3，用ns3提供的waf编译，用python2.X系列的环境。
系统里有python3 和python2.7，我把用户环境设置到2.7了，编译组件没问题，在编译主程序的时侯configure里能找到python的程序和路径，报错说Could not find the python development headers
不大python和waf，想问问怎么解决。
