我也遇到过你的问题，我解决了。网上现在说的大多都是错的，我描述我的方法如下，希望能对你有帮助。
如果你是双系统（arch和其他比如win一起存在于不同分区），那么你rc.conf里面最好写成UTC，不然其他系统的时间可能会乱掉，当然，如果你不介意这个，那没关系，你设置成localtime吧。
不然，安装ntpd，这个时间同步工具
su
<password>
pacman -S ntpd然后将ntpd加入rc.conf最后的启动项，可以设置成@ntpd的后台启动（不过无所谓，基本忽略启动时间）
然后这个程序会在你系统时间误差超过180s的时候自动同步（如果没有立即看到效果，请稍等一下）
这里有一个问题，你可能需要自己设置一下时间服务器的地址，编辑/etc/ntp.conf文件，添加你的时间服务器，格式见该文件自己的内容说明。
比如我的如下

# here, be sure to add '-Y -N' to the dhcpcd_ethX variables in /etc/conf.d/net完成了这些，如果你用gnome3，可能还有一个问题就是gnome3的gnome-control-center中那个时间设置网络时间无法正常工作，没关系，忽略它吧，ntpd会在后台帮你自动同步好时间。
